I was in a similar position, but he non-zero effort could instead be zero by
switching my configs to hkps://keys.openpgp.org and turning off my server. I
ran my server as a service to others, but I did not feel it provided any value
anymore, as keys.openpgp.org is now the default for a lot of tools.
