allora fai questo

da root:
# updatedp <- per aggiornare il db dei file
# locate libgtkhtml-3.1.pc <- per vedere dove si trova questo file

da user nella posizione dove dai il configure:
export PKG_CONFIG_PATH="la cartella dove sta libgtkhtml-3.1.pc" <- prova 
anche senza gli apici (non ricordo precisamente)
ora ridai il configure, dovrebbe andare
