True interop, yes. Functionality, however, isn't limited because you
can always email people whose addresses don't support webfinger with
capability URLs. Instead of "click this link to reset your password",
the link would be "Click this link if you tried to
<action[subscribe/friend/etc]> <other address>"

If the target address (i.e., the one a user wants to subscribe to)
isn't webfinger-enabled, then you can email that address with a
request-for-information: "I'd like to view your photos - Where are
your photos? Don't have somewhere? Join one of [these sites]!"
