[Solang-devel] Solang 0.4 release candidate

Here is the Solang 0.4 tarball that I am planning to release:

There are still some regressions from 0.3 but we can fix them in
successive 0.4.x releases.

Starting from this release I am planning to make the release
announcement a bit more GNOMEy than GNUish because we would be
announcing releases on address@hidden as well.
