encoding of speech-dispatcher-cs.info

Hi,

I am creating an RPM package for speech-dispatcher. Fedora requires that
documents be in UTF-8 encoding. However speech-dispatcher-cs.info is in some
other encoding. Can the developers please let me know what encoding has been
used so that I can convert the file to UTF-8 encoding for the package.
