I think first of all speech dispatcher shall guarantee the same loudness  
for the voices coming from different synths.
This is not the case at the moment.

eg pico voices are much louder than flite ones at the same volume level.
I think we need to adjust min/max values for all synths via con files.
At the moment some of them are hard-coded.
