[Stow-devel] Stow-jail alpha

New feature project:

This is an add-on to stow. If the package install did not work with DESTDIR:
make DESTDIR=/stow/package_name install
"Stow-jail" would close the installer command to the sandbox jail,
in this way all go to the "/stow/package_name" directory.
