Summary: glade 2.0ify straw.glade again, add frequency widgets to category 
settings in preferences dialog

I had once again made straw.glade depend on the new Glade and Gtk+ 2.4, 
hopefully backed out all those changes.

More importantly, added a frequency spin and a "use default" check box like 
the ones in FeedPropertiesDialog to the categories tab in PreferencesDialog.

Also added one new method to ValueMonitor, flush(), which exposes (well, 
as much as that means in Python) the _check_value functionality to outsiders, 
so you can flush a monitor without disconnecting. Also added one function 
to the ValueMonitor module, create_for_gtkspin.
