Added Bryn Keller's log_exc() (with only slight modifications) from
http://aspn.activestate.com/ASPN/Cookbook/Python/Recipe/52215 . It
prints out the local variables and their values frame by frame when called
from an exception handler.

Added calls to it from a few exception handlers.
