CLISP loads only a user RC file (~/.clisprc),
it does not load any system-wide RC files (e.g., /etc/lisp/clisprc).

please discuss this in this clisp RFE:
http://sourceforge.net/tracker/index.php?func=detail&aid=1823560&group_id=1355&atid=351355
