It is pretty much always fine to submit proposals for ideas that the
organization didn't think of. The ideas list is just meant to be a list
of possibilities, not the exhaustive list of things you can submit
proposals for.

That said, if a project isn't represented on the ideas page, then no one
knows yet whether they have anyone who would make a suitable mentor (and
be willing to do so).

So, feel free to submit any proposal you want; but in the meantime it
would be a very good idea to contact the Bash community (via the mailing
list http://lists.gnu.org/mailman/listinfo/bug-bash), to explain your
proposal idea, find out whether the administrator is interested in the
project, and whether anyone knowledgeable about bash's source code would
be willing to mentor such a project.
