merging proposals

Hi,
There is one proposal for embedding clisp into mozilla and another
proposal (in preparation) for embedding clisp into emacs.
I think it makes a lot of sense to turn this into a single proposal with
two students because half the work (the clisp part) will have to be
merged (so that there is a single CLISP embedding API).
So, how does the second person get access to the first proposal?
