Also note that there are two tcl packages (likewise for tk and blt).   
The standard package and the development package

tcl.i386
tcl-devel.i386

I think you will not get the headers and libraries unless you install  
the devel package.  That could be why Swarm did not find tcl/tk during  
configure.
