The problem stated is clear and real in cases that require an unbiassed
space.
There is, though, a saving reinterpretation available in some cases where
concrete social behavior is being modelled, and where equal numbers of
neighbors are not required. The grid boundary can be conceptualized as a
set of channels that are crossable by agent movement, but not for purposes
of calculating neighborhood.
In certain historical contexts, this is realistic.
This is not recommended as a solution to the analytical problem.
