Summary: [usability] Manual removal of the "new package" flag

Original Submission: It would like the "new packages"-filter to work in the
following way:

Whenever a new package arrives it automatically gets flagged as "new". These
"new"-flags are only removed when the user picks a specific menu option. (Right
now all the "new"-flags are removed as soon as I exit synaptic.)

Thanks for making Synaptic. I use it with great pleasure.

Thanks for your interest in the development of synaptic and sharing your
opinion.

The flag "new" is removed when the user reloads the package list. I think that
it is better to always see the "new" files since the last reload and not of the
last use of synaptic - espcially since synaptic doesn't automatically reload
the package list at start up.
