SysV init 3.13 released

There were two issues with the Makefile (src/Makefile) in the previousrelease. Both dealing with the path location where manual pages would beinstalled. These have been fixed.

The latest release is available on GitHub:https://github.com/slicer69/sysvinit/releases/tag/3.13
