I don't see a problem with the WTR, as clause (14) specifically says
Member States should except "domestic low-value transfers (...) used fo
rthe purchase of goods or services". So as I don't think of using GNU
Taler for buying a car, house or a company, and as we can impose limits
on withdrawal, the WTR simply should not apply (by some reading,
depending on individual member-states interpretation, etc. etc., IANAL).
