[Taler] Terms of Service and Privacy Policy for Taler exchange operators

Dear all,

As we are preparing for our first real-world use, we have drafted some
terms of service and a privacy policy for the Taler exchange operator. 

Our goal was to make it clear what we do, while keeping as little of
the usual legalese that is necessary to avoid taking silly risks as an
operator.

I would welcome feedback on the terms of service and privacy policy.
