[Taler] feedback requested: 002-wallet-exchange-management

Hi all,

based on the previous discussion, I've written up the preliminary design
for the exchange management API in the wallet.  It also includes some
conceptual background explanation of how the wallet deal with exchanges
and auditors, particularly during withdrawal.  It might be a good idea
if we can agree on that before diving into the details of the API ;-)
