Indeed: No. None of the group setup or setuid-foo is required / needed.

We also need libgnunetpq, libgnunetsq, libgnunetjson and a few others of
these libs. So what is crucial is that the
libpq/libjansson/libmicrohttpd dependencies (some of which are optional
for GNUnet itself) are installed before configure'ing GNUnet.
