DATADIR comes from the GNU autotools and is automagically added to the
configuration (not the file, only in-memory) by the GNUnet runtime
(libgnunetutil). It's really not a Taler-specific thing. Its only use is
to refer to the 'data' installation prefix in other options. You cannot
set it, and users are not expected to even know about it or mess with it
in any way.
