[Taler] PostgreSQL 9.6 last release

According to <https://www.postgresql.org/>, the 2021-11-11
release of PostgreSQL 9.6.24 will be the last in the 9.6
series.  They recommend upgrading:

  Additionally, this is the final release of PostgreSQL 9.6. If
  you are running PostgreSQL 9.6 in a production environment, we
  suggest that you make plans to upgrade.

(from the front page).  Do we have any plans to do this?
