GNU Taler now requires PostgreSQL 13, which is not available
OOTB for Ubuntu 20.04 (the version we recommend). I've added a
Mantis issue on it:

This message is to ask people to look at that issue and comment
on it. In particular, i'm wondering if maybe it wouldn't be
better (easier, more in line w/ "typical" user situation) to
bump our recommendation from 20.04 to 22.04. What do you think?
(Personally, i only run Ubuntu 20.04 Server LTS in a VM so i
don't have a day-to-day feel about it.)
