I haven't personally used either (yet), but there are at least[1] two[2] 
open-sourced RISC-V TEE frameworks that might be worth following, in addition 
to the RISC-V ISA itself and ecosystem, which I find fascinating.

I know nothing about NSF and NIST grant processes, sadly.
