[Taler] Precision of "Amount"

Hi :)

https://docs.taler.net/core/api-common.html#common-encodings has two 
definitions of "Amount": 1.2.4.12 and 1.2.4.18. One specifies, that the 
number can have 2 digits after the decimal point, the other 8. which one 
is correct?
