[Texi2html-bug] texi2html 1.78 #! line

Hi all,

since texi2html 1.78 the texi2html perl script starts with
  #!/usr/bin/perl -- # perl
instead of just
  #!/usr/bin/perl
as in 1.76. This causes an error, i.e. the script cannot start, on 
Interix (the file "#" cannot be found). Is there a special reason 
for the change in the #! line?
