The possibility would be to set the file name for the elements using 
the element_file_name function reference, documented in the 
'File names' node. There is no example in the texi2html.init file.
But examples that could be used are book.init and mediawiki.init.

I don't think such features should be in texi2html, but it should be
easy to do an init file that leads to that result. If it is not the case
then it is a bug. So definitely a perl code should be able to define
element_file_name to do whatever you want.
