Another issue:
If you use --out=outdir together with split=section, then in the about page 
the [Contents] link at the top of the page points to outdir/filename_toc.html 
rather than to the correct filename_toc.html:

Similarly, in the 'Contents' page the link to the about page wrongly includes 
the outdir in the href...

Example: Run the attached texi file with

texi2html --out=outdir --split=section texi2html_about_wrongtoc.texi
