It shouldn't. Additionally, everything that is in the footnote state 
should not be in the normal state either since the footnote state is
distinct from the normal state.

I am not sure that something better could be done. The issue is that you
want to have the footnote formatting result while formatting the
footnote content itself, which would mean some 'forward looking'
formatting which is currently not possible since the formatting of the
@footnote is done at the @footnote closing.

It could be possible to reverse the order, that is first format the
footnote itself and then the footnote content, but it looks less
texinfo-ish to me.

I certainly missed that mail, I don't remember at all such issue, could
you please resend it?
