Hmm, I'm realizing this issue is worse than I thought: texi2html wraps ALL 
table cells with a block-level element (<pre> or <p>), so all table cells are 
spaced really wide:

Compare this with the one-line spacing of the PDF (p.85):

And this time, there is no <pre> that needs to be wrapped inside, but it's a 
simple @multitable directly inside a @chapter:
