There are still known bugs with bitfields. Variable size arrays and alloca() are not supported. Inline functions are missing (main problem when compiling the Linux kernel). So you can compile many user mode programs, but it is still lacking some gcc features.

Would you consider tcc stable enough to compile a whole operating
system, say a GNU/Linux distro, with it?
I.e. can tcc be considered a gcc replacement?
