[Tinycc-devel] minor fixes pushed upstream for RPM packaging

Today's set of tiny patches fix some difficulties with packaging tcc
into an RPM file for Fedora and similar. These include -rpath issues,
softlinks in the Makefile, and consistent location of docdir. The option
to change the name of the tcc install directory also works on Windows
now.

Added an unsupported option -pedantic which is used by some IDEs,
makefiles, build scripts, and text editors (SciTE).
