I am on Mac (and Linux is the same), so a simple
>configure
>make
will do.
On Windows I am not sure, but since there is win32/tcc-win32.txt and win32/build-tcc.bat, I would start there...

Make sure you use 'mob' branch, and not the 'master' branch, as 'mob' is where most of the development is done.
As far as I know there are no official binaries, for any platform. It is actually quite advisable to be regularly building from 'mob' as there is a significant delay between 'official' releases.
