Any recent one, I suppose. Judging by the dates of some of the wiki
pages linked to from https://wiki.debian.org/Multiarch Debian started
the change more than ten years ago. You can find out where crt1.o is
in the different architectures and releases using the search tool at
the bottom of https://www.debian.org/distrib/packages ("Search the
contents of packages" -> "packages that contain files named like
this").
