Probably the best method to obtain a precise keying with tlf is thewinkeyer_server provided by Petr, OK2CQR. Except Winkey, the only thingyou need is the Winkey daemon (winkeyer server) which can be downloadedhere:

Its function is very similar to cwdaemon.
