With `VCS=yes' all new files are cvs added: for example, if you add a 
new article in gnun.mk, the corresponding .pot will be added.  If a 
translator adds f.i. rms-lisp.ca.po, then rms-lisp.ca.html will be 
added.

`VCS=always' just adds in a brutal way all files that should be in the 
repository.

The normal operation of the official job on www (and for now the testing 
job at trans-coord) will be `make VCS=yes', so we don't need to bother 
at all: all .pot, home.xx.shtml, generic.xx.html and article.xx.html 
will be cvs added by default.
