The FSF has published a <a href="/licenses/gcc-exception.html">new GCC Runtime 
Library Exception</a> which will allow the entire <a 
href="/software/gcc/">GCC</a> codebase to be upgraded to GPLv3, and enable the 
development of a plugin framework for GCC.
