VM migration to gitlab

I have import all of the branches in launchpad to gitlab.

I suspect there is a fair amount cruft in the branches, but
I think all the commits are there.

Nothing has been changed.  We need to update the README, we sites.

This work is recorded in https://gitlab.com/emacs-vm/vm/-/issues/1.

Changes should probably go through merge requests, even the committer
merges, just for tracking purposes.
