[wdiff-bugs] Delay in updating scripts

I will be very busy over the next week or so.  As a result, I won't
get a chance to update wdiff to use more the more recent automake and
aclocal, which would remove the need for the "touch" hacks currently
in the configure script, within the next week.  If anyone is
interested in working on this and submitting a patch, feel free.
Otherwise, I will begin work on the fix shortly after July 7.
