The test is with an existing local file. You can set the time/date of this 
file. If wget2 accidentally overwrites it, the time/date would change (and 
likely the size - you can craft the test like that). Look at the tests in 
test-wget-1.c on how to set date/time for the EXISTING file and check that via 
the EXPECTED file. Think this should cover your scenario.
