If they are available under a suitably free license, and are
architecturally clean, then yes.
However, the problem you state is already solved by X; it just needs
client programs to sensibly use the appropriate features. For instance,
the server can store images, and a single tiny X protocol call will tell
the X server to display the image at a specific location. Uses next to
no bandwidth.
