Of course!  Your elisp form didnt evaluated, because of quote.
However you may use next form if you preffer.

 (add-to-list 'xwem-icons-alist
  `(["Links.*" ".*" ".*"] . ,(expand-file-name "links.xpm" 
user-init-directory)))
