[Bug-aris] [Aris] Proposed upgrade of the home page

Hello,

I am a member of the gnu.org French translation team [0], and also try
to update obsolete features in web pages to make future style
improvement easier. acm/index.html [1] has the a translation
list just below the navigation bar -- you don't see it because it is
suppressed by SSIs. I propose to upgrade the page to boilerplate 1.79
[2] (see the attached diff).

If you agree with the proposed changes but don't have time to commit
them to CVS, I will be glad to do it (provided the repository isn't
locked), with any further modifications you specify.
