Works for me:

[hjl@gnu-tgl-3 ld2]$ make OBJCOPY=objcopy
cc -shared -o libtmp.so command.o cmdbuf.o mouse.o env.o psp.o umb.o ae0x.o
compl.o clip.o thunks_a.o thunks_c.o -L. -ldj64 -Wl,-Bsymbolic
-Wl,--no-undefined -Wl,--as-needed
objcopy --only-keep-debug libtmp.so tmp.dbg
[hjl@gnu-tgl-3 ld2]$ 

Which linker were you using? I tried, ld, lld, gold and mold.  All worked.
