I think you are. Evince does what you want, but once a
page break appears in the middle of the window, PageDown
moves the next page break *approximately* to the same
position, except on last page which gets aligned.

In gv, a page break never appears and PageDown moves the
viewport to the same position on every page.

So if you let the page break appear, what should PageDown
do? Move viewport to next break? What about last page?

And if you don't, mouse wheel could only replicate
PageDown.
