The last time I installed 3.8 I got it working without too much trouble on Ubuntu 20.04. so if you _really_ need 3.8, you might consider falling back to an older version of Ubuntu.

sudo pip3 install pybombs 

pybombs auto-config 

pybombs recipes add-defaults 

pybombs prefix init ~/prefix-3.8 -R gnuradio38.
