It is as rgheck said: if the LyXHTML -> LyxBlogger is present then it
will always be used, otherwise eLyXer -> LyxBlogger will be there. So
my proposal would be: if eLyXer is there _don't_ setup LyXHTML ->
LyxBlogger, but if it is not present then set it up. The optimal
solution would be as in your original patch: to have the two output
formats always present (eLyXer only if installed of course). But as
you could see the current LyX cadre is hostile to having more than one
format per converter, even (or because) it happens so for PDF and PS.
