[epsilon-devel] bug-epsilon test

I've added "bug-epsilon" as an alias for "epsilon-devel".  Since traffic
is low anyway it makes no sense to keep two lists at this time and
because of this I've disabled bug-epsilon a long time ago.  However
maintain.texi says that GNU packages should always use
address@hidden as an address for bug-reporting, for uniformity.
That's reasonable.  If you see this message then the alias worked.
