Jitter: new user C code: initial-header-c; poke updated

The user can now introduce a very early block of code, with this syntax:

initial-header-c
  code
    /* Very very early code */
  end
end

This should enable José to interact with Gnulib in a cleaner way, by
including its header very early.

Jitter tag v0.9.214, submodule updated in poke.
