Poke: Jitter new branch jitter-for-poke-1.x

Hello.

As suggested by José I made a new Jitter branch jitter-for-poke-1.x,
from v0.9.263 , to be used for poke maint/poke-1 .  The jitter branch
will contain, ideally, cherry-picked commits from jitter master.  In
practice I am already having problems cherry-picking from recently
diverged branches, and I would like to minimise the changes in the new
branch.

The one change which is currently in from v0.9.263 is about configuring
with CC='gcc -m32' , which is now supported.

Updated maint/poke-1 .  No test suite regressions.
